Proactively Going Down to Solicit Needs, Jointly Discussing the Rule-of-Law Business Environment

At the symposium, Chief Procurator Yang Limin pointed out that Yixing's environmental protection industry has a profound foundation, and enterprises are actively integrating into domestic and global green governance, making important contributions to the high-quality development of Yixing's economy. Procuratorial organs proactively connecting with industry rule-of-law demands, focusing on rule-of-law bottlenecks and difficulties in domestic operations and foreign-related development, and carrying out precise legal supervision and targeted judicial services are the duties and responsibilities of procuratorial organs in serving the high-quality development of local industries.

Focusing on Rule-of-Law Concerns, Efficient and Pragmatic Exchange

During the exchange session, enterprise heads and legal counsel spoke one after another, with a warm atmosphere and in-depth interaction. Combining their own personal experiences and typical cases in production and operations and in the process of "going global," entrepreneurs candidly reflected their demands and put forward suggestions regarding domestic rule of law, foreign-related rule of law, and deepening procuratorate-enterprise exchanges.

Enterprises concentrated on reflecting difficulties in case filing and enforcement, unified jurisdiction and adjudication standards, the intellectual property protection environment, the reasonableness and warmth of administrative penalties, malicious litigation and excessive property preservation, and the demarcation between environmental violations and crimes. They suggested that procuratorial organs strengthen legal popularization support and risk warning, and explore more flexible and moderate ways of handling enterprise-related cases.

Leading enterprises in the Association are mainly deployed in Southeast Asia, the Middle East, and other regions, facing practical challenges such as judicial transparency in host countries, enforcement of arbitral awards, and alignment of quality standards. They hoped that procuratorial organs would assist in connecting foreign-related legal resources and promote the establishment of a dispute resolution prediction mechanism and guidelines for mutual recognition of standards.

Enterprises put forward specific suggestions such as establishing an industry legal risk warning mechanism, paying attention to the issue of "excessive preservation" and exploring supervision and relief channels, and setting up a "Procuratorate-Enterprise Express" liaison station at the Association, so as to form a normalized rule-of-law protection mechanism.

Precisely Listening and Responding, Building Procuratorate-Enterprise Consensus

Chief Procurator Yang Limin summarized the results of this research with "three ones": gaining a clear understanding of one industry, deeply appreciating the profound accumulation and innovative vitality of Yixing's environmental protection industry over fifty years; building one platform, establishing a normalized communication and liaison channel between the procuratorate and enterprises through the bridge of the industry association; and clarifying one direction, namely, in the next step, targeting the prominent problems concentratedly reflected by enterprises, strengthening procuratorial supervision in accordance with the law, promptly submitting research and analysis reports, and promoting the transition from handling individual cases to industry governance.

She emphasized that procuratorial organs will always adhere to safeguarding industrial development with the power of the rule of law, perform supervision duties in accordance with the law, and effectively create a stable, fair, transparent, and predictable rule-of-law environment for enterprise development.
